Japan Trade Shows: What Changes From One Organizer to the Next
A booth that worked in Frankfurt or Chicago gets redrawn for Tokyo. The explanation usually offered is design — something about Japanese taste, or restraint, or attention to finish.
The paperwork says something else. We read five exhibitor manuals published by Japanese trade show organizers. They do not set the same rules. Booth height, setback distance, two-story structures, even the footprint of a single booth: each manual answers differently, and the answer belongs to the organizer of that show rather than to the hall it runs in.
So a drawing does not pass or fail in Japan. It passes or fails at one show. Below is what the five manuals agree on, where they split, and what that changes about the order in which decisions get made.
The drawing is fine. The rulebook is not.
These are the documents. Each is published by the organizer for exhibitors at that specific show.

All five documents are published in Japanese. The passages quoted below are our translations, not official English versions.
All five run in the same building. The building is not what sets the rules. Three of them start decoration at 3.6 meters; the other two start at 3.0 and allow 6.0 behind a setback, at setback distances that differ from each other. Same halls, different ceilings.
That is the finding, and the rest of this article is what sits underneath it. A drawing reviewed against “Japanese regulations” has been reviewed against nothing in particular. The regulations that apply are the ones published for the show being entered.
What three by three leaves out
The figure that circulates in English is three meters by three meters. It is close to right, and it is where the trouble is not.

Three of the manuals state a booth footprint in their regulations, and they do not match. Source B adds a detail worth carrying: the 3.0 meters is measured center to center between posts, so the usable width inside is under three meters. Source C sets the depth at 2.7 meters instead of 3.0.
A fixture built to fill a three-meter bay has no margin at either show. Not because the standard is unusual, but because “the standard” is a summary of several different numbers.
Footprint is the part of this that translates. The parts that do not translate are above the floor.
The ceiling is not yours
Four of the five manuals prohibit fixing anything to the building. They say it in different grammar.
Suspending decorations (banners, wire, and similar) from the existing hall ceiling is entirely prohibited.

Sources B, C and E name columns and walls alongside the ceiling, so at those three shows the building is closed as an anchor point rather than the roof alone. Source A’s clause covers the hall ceiling, and handles venue columns separately: paint, adhesive and tape are prohibited on them, while boxing a column in with panels, or wrapping it in cloth without adhesive, is allowed — provided any fire equipment on the column stays usable. The regulations held for Source D are an extract covering sections 3 to 5, so this article cannot say what that show does here.
So far the four agree. What separates them is the space above the booth, which is a different question from attaching to the roof, and each manual answers it its own way.

Same building, four procedures. One show fits it under the general height cap, one takes an application, one gates it by how much floor was booked and then by area, and one installs it for the exhibitor.
A designer who learned “nothing goes above the booth in Japan” at one of these shows would be wrong at the next one, and wrong in a different way at the one after that.
Where a route exists it has a lead time and a form. Where it does not, the job that an overhead sign was doing — being visible from across the hall — moves down into the booth, and competes with everything else for the same three meters.
Redrawing that is not a finishing pass. It changes what the booth is for at fifty meters.
The obvious workaround is closed too. Source A prohibits lights, signage, flags, and banners from projecting into the aisle or being aimed at it, and prohibits laying carpet outside the booth footprint. So the stand cannot reach upward, and it cannot reach sideways into the walkway either. Whatever is doing the work of attracting attention has to do it from inside the rented rectangle, under a ceiling the show sets.
The wall is not optional, until it is
Dividing walls are a construction obligation, not a design choice.
The dividing wall with adjacent booths, and the back panel, must be built for the full adjacent face as a single-sided panel between 2.7 m and 3.6 m high (no setback).

Two points sit inside that sentence. The 2.7 meters is a floor, not a fixed height — the wall has to be at least that tall. And the verb is an instruction: the wall gets built.
Open-sided stands are common elsewhere, and a plan drawn that way arrives in Japan with three walls added to it.
There is one exception, and it is worth knowing before redesigning anything.
If all four sides of the booth face aisles, dividing walls and back panels are not required.

Island booths are exempt. Source E says the same in different terms: for island stands, no back or side walls are provided, and the space is handed over bare. So the open plan is available — it is a function of where the booth sits in the floor plan, which is settled at the point of booking rather than at the point of drawing.
The wall also has a second face that belongs to somebody else. Source A requires an exhibitor who builds a taller dividing wall to finish the exposed rear of it in plain white panel or white paper, and prohibits placing a company name or lettering on the neighbor’s side within one meter of the boundary. A wall in a Japanese booth is a shared object with two clients. Budgeting it as a single-sided graphic surface understates both the cost and the drawing.
Height is set by the show, not the hall
This is the part where the five manuals separate cleanly.

Read down the right-hand column and the differences are not only in the numbers. The variable itself changes from show to show. Source A sets one figure for every exhibitor. Sources B and C scale it by how many booths were booked, and they change gear at different points — four, and six. Sources D and E trade height against floor: pull back from the boundary and build taller.
Setbacks cut across that grouping rather than following it. B scales by booth count and also requires a 1 m setback wherever a neighbor adjoins. C scales by booth count and states “no setback.” Two manuals with the same shape of rule, and only one of them costs floor.
D and E are the closest pair here, and they still do not match. Both start at 3.0 meters and both reach 6.0 meters behind a setback. The setback is one meter at Source E and three meters at Source D. A stand designed to the tighter rule loses two meters of floor on every side that faces a boundary at the other show.
Source D goes further and varies the ceiling by hall within the same show. Six meters across the venue, five in East Hall 8, five and a half in the Link Space. The hall assignment therefore carries a height rule with it, and the assignment is not something an exhibitor picks.
Two-story structures split the same way.

A design with a raised meeting room is not buildable at the first of these at any size. At the other two it is gated by how much floor was booked, and the gate sits at a different number in each — ten booths at one show, fifteen at the other. The threshold is not a property of Japan. It is a line drawn by each organizer.
And meeting the published limit is not the end of it.
Where the organizer judges the relationship with adjacent booths to be inappropriate, or judges that visitors will be confused, the organizer holds the authority to instruct an exhibitor to change the height and design of decorations even within the scope of the regulations.

The trigger is a judgment about neighbors and visitors rather than a measurement, which is why a compliant drawing does not settle it. The same manual requires drawings for island booths and for anything above 2.7 meters, and states that booths without the approval stamp cannot be built. Source D requires a plan, drawings included, for anything above 3 meters or carrying a ceiling structure.
So the sequence has a review step in it that a compliant drawing still has to clear.
A foreign fire certificate is not a fire certificate
Materials are regulated under Japanese fire law, and certification does not carry over on its own.
Only decorative materials with flame-retardant performance as defined by Japanese fire law may be used. For materials certified overseas, a copy of the certificate, a Japanese translation of the certificate, and a sample of the product must be submitted to the organizer. The organizer submits these documents to the fire department with jurisdiction, and only materials that receive approval may be used.

A material certified in Germany is not disqualified. It is unusable until a fire department in Tokyo has approved it, on the strength of a translated certificate and a physical sample routed through the organizer. That is a lead time with another party’s schedule inside it, and it sits early.
Source C states the same principle without the procedure, at a different show run by a different organizer for a different industry.
For items that have received flame-retardant certification overseas and carry the certificate of the country of manufacture, certification in the country of origin alone is not sufficient; Japanese certification is also required.

The rest of the manuals are consistent about what happens if the paperwork is absent.
Items without a flame-retardant label will be removed under the Fire Service Act.

Source C also requires the flame-retardant label to be attached to each item individually, and Source E specifies that plywood and printed plywood must be flame-retardant regardless of thickness. Thin stock does not fall outside the rule, which removes a common way of getting a light structure through.
Fixing methods are constrained in the same direction. Source A requires booth carpet to be held down with low-tack double-sided tape and prohibits adhesives. Source B prohibits drilling, nailing, and painting on the system panels the organizer provides, along with direct application of paint. A finish specified as sprayed or painted on site has to become something else, which is a specification question rather than a site question, and it is answered before the drawings are issued.
The practical shape of this: materials are decided earlier than the finish schedule normally allows, because certification, translation, and sampling all have to complete before build. Handling that submission is the job of whoever builds the booth, not of the brand that commissioned it — and it is a reasonable thing to ask about before appointing anyone.
What actually travels
The conclusion is not that the rules should be checked earlier, although they should. It is that the booth is the wrong thing to ship.
Look again at what the five manuals do to a single design. Height changes. The setback that buys height changes, and so does the rule that decides whether height is even available. Ceiling rigging is gone. Walls are required, or exempt, depending on a floor plan decided at booking. Materials need a paper trail that begins before the drawing is finished.
A structure that satisfies all of that at once does not exist. What survives the trip is one level up from the structure.
Three things are worth writing down once and holding steady across shows.
What a visitor has to understand within a few seconds of arriving, given that the sign cannot be overhead. What they have to be able to do inside the booth — Source A requires at least one meeting set, a table and chairs, in every stand, so floor area is committed before anything else is placed. And which materials carry the brand, chosen from what can be certified in time rather than from what was used last season.
Those three are portable. The geometry is not, and trying to make the geometry portable is what produces the rebuild.
If the people drawing your booth have not asked which show, which hall, and how many booths, the drawing is being made against a general idea of Japan. The manuals are published. The question is answerable before anyone opens a drawing file.
That applies to the figures in this article too. The manuals quoted here are dated between 2018 and 2026, and each is a version of a document its organizer revises. Setting them side by side shows that the numbers move. It does not fix them. The manual that governs a booth is the current one for the show being entered — which is the same conclusion arrived at from the other direction, and it is on the organizer’s site now.
